Phase Two GHG and fuel efficiency rules - delegated assembly

The U.S. Environmental Protection Agency (EPA) and National Highway Traffic Safety Administration jointly proposed the second round of greenhouse gas (GHG) emission and fuel efficiency standards for medium- and heavy-duty vehicles.

Of note to GTA members: The Phase Two proposal calls for a delegated assembly provision. This would allow a final- or intermediate-stage manufacturer to enter into a contractual agreement with an OEM to allow for regulatory credit of the parts/equipment installed by the later-stage manufacturer to assist in EPA compliance. For instance, if a chassis manufacturer had a contractual agreement with a secondary manufacturer to install an aerodynamic cover for a ladder rack, the OEM could document the regulatory benefits and apply them toward compliance.
